🇬🇧 UK EPR Compliance: What Sellers Need to Know in 2025

What Is UK EPR?

If you sell physical goods to consumers in the UK — whether you're based in the UK or overseas — EPR compliance is something you can’t afford to ignore.

Extended Producer Responsibility (EPR) is an environmental policy that holds producers accountable for the collection, recycling, and disposal of the products and packaging they place on the UK market.

Under UK EPR, if you put packaged goods into the hands of UK consumers, you are responsible for reporting and paying fees based on the amount and type of packaging used.

Who Needs to Comply?

You’re considered a producer under UK EPR rules if you meet both of the following conditions:

✅ You handle packaging (fill, apply labels, import, or sell packaged goods),

✅ Your business has annual turnover over £1 million and handles more than 25 tonnes of packaging per year.

If that’s you — UK EPR applies.

International sellers using platforms like Amazon UK, eBay, or their own stores must also comply if their goods are packaged and sold to UK customers. In most cases, you must:

  • Register with the Environment Agency
  • Report packaging data twice a year
  • Pay EPR fees based on packaging types

What’s Covered Under UK EPR?

Right now, UK EPR applies to:

  • Primary packaging (what consumers see and handle — like boxes, bottles, wrappers)
  • Secondary packaging (grouping of products — like shrink wrap or cardboard trays)
  • Transit packaging (used to protect products during shipping)

The scope is expanding in phases, so future updates may include textiles, WEEE (waste electricals), and more.

Key Dates for 2025

  • Packaging Data Reporting:
    • First half of 2025 data due by October 1, 2025
    • Second half of 2025 data due by April 1, 2026

  • Fee Payments: Invoiced after data submission, based on your packaging type and volume.
