🇫🇷 France EPR Compliance: A Must-Know Guide for Sellers

What is EPR in France?

Extended Producer Responsibility (EPR) in France means that producers — including sellers, importers, or brand owners — are responsible for funding the collection, sorting, and recycling of the goods and packaging they place on the French market.

This is enforced by the Anti-Waste Law for a Circular Economy (AGEC) and overseen by French authorities and eco-organisations (licensed waste management bodies).

Who Needs to Comply?

You must comply with France EPR if you:

✅ Sell products to end consumers in France

✅ Are a brand owner, importer, or marketplace seller

✅ Fall into one of the regulated product categories

This applies to EU-based and international sellers alike. If you’re a foreign seller using Amazon.fr, for example, you are still considered a “producer” under French law.

Covered Product Categories

France currently enforces EPR for 15+ categories — the most in the EU. The most common include:

  • 📦 Household Packaging
  • 🖥️ Electrical and Electronic Equipment (EEE)
  • 🔋 Batteries and Accumulators
  • 👚 Textiles, Shoes, and Linen
  • 📚 Printed Paper
  • 🪑 Furniture
  • 🧸 Toys and Sports Equipment
  • 🧴 DIY and Garden Products
  • 🐶 Pet Products

Each category has its own eco-organisation and registration process.

What Are Your Obligations?

To be compliant in France, you must:

  1. Register with the correct eco-organisation for your product category
  2. Get a Unique Identification Number (UIN) from the French authorities (ADEME)
  3. Report volumes sold in France
  4. Pay eco-contributions based on material type, weight, and volume

⚠️ Amazon and other platforms now require your UIN to keep listings live in affected categories.

What About International Sellers?

If you’re not based in France, you can still register directly or appoint a producer responsibility organization (PRO) or authorized representative to handle EPR on your behalf.

Failure to comply may lead to:

  • Listing removal
  • Fines
  • Customs delays
